France is leading Europe on the road to Chinese style population control: QR-Code required to enter certain quarters

14 April 2025 | For eight days, a QR code will be required to enter the Parisian neighbourhoods along the Seine, where the opening ceremony of the Olympic Games will take place. Soldiers will control the entrances. As feared and predicted, the digital access card system practised with vaccination cards will be made permanent. This clearly shows the totalitarian potential of Known Traveller, ID2020, cash abolition, exclusively digital tickets for buses and trains and of the global health passport as a travel document.

What the Chinese government did during corona to control the movements of the population in the big cities looked like something out of a dystopian science fiction. Everyone was given a health traffic light on their smartphone. If they had recently tested negative, it was green; if it had been too long since their last test, it was yellow; if they had tested positive for coronavirus, it was red. Only those who could show green were allowed to enter the underground, shops and in their housing blocks. Anyone who was yellow had to go to be tested, anyone who was red was quarantined.

The system could also be used in other ways and it was. According to media reports, the corona traffic lights turned red for people who wanted to travel to protest demonstrations against account freezes by ailing banks.

Dystopia comes to Europe

Soon Parisians will be the first in Europe to wake up in this horror movie. According to French media reports, the French government has announced that from one week before the Olympic opening ceremony on 26 July, parts of the city along the Seine will be declared a restricted security zone. This is because during the ceremony, the athletes are to travel on boats from the Pont d’Austerlitz to the Pont d’Iéna and the government considers this exposed form of travel to be at high risk of terrorism.

However, instead of holding the opening ceremony in the stadium rather than on the Seine, as has always been the custom, it is instead organising a large-scale population control exercise. Interior Minister Gérald Darmanin said:

“The 20,000 residents and the 200,000 people who usually visit these neighborhoods during the summer must register on a platform, which will be set up on 10 May.”

People who have been checked and deemed sufficiently safe will then be issued with a QR code that will allow them to pass the controll posts at the entrances of the securtiy zones.

Five corridors will be set up for pedestrians and drivers of vehicles wishing to cross the Seine and the security zones, allowing them to do so without prior notification. The military will make sure that they do not leave the corridors.

In addition to the police, 18,000 French soldiers and additional foreign soldiers will guard the entrances to and passages through the security zones and check the QR codes. A military contingent is coming from Poland. Otherwise, the media only talk about “several nations” sending soldiers without naming them.

It was foreseeable

Blueprints for a society totally monitored and controlled at every turn “for security reasons” have been around for over a decade. As I had written about these and the various globalist initiatives to implement it, I understood what it meant, when Emmanuel Marcron pioneered ubiquitous health pass controls in Europe in 2021. I predicted that this would turn out to be a trial run of a repressive system and a means of getting people used to it . In July 2021 I wrote (in German):

“French President Macron is threatening to make vaccination compulsory for everyone and is deciding on targeted harassment of those who have not been vaccinated. This is only superficially about forcibly vaccinating the population. Above all, it is about expanding the infrastructure for the constant monitoring and control of the population and getting people used to showing access cards at every turn.”

The explicit confirmation of this prediction came just one month later from the French defence company Thales, which also has a digital identity division. In a post on its website, they described the digital vaccination card and the need to show it everywhere as the trailblazer for universal mobile digital proof of identity:

„So-called digital ‘vaccination passports’ will play a key role in enabling citizens to access all manner of services and will act as a precursor to the rollout of mobile digital IDs.”

The lockstep scenario as a blueprint

The most important of the early blueprints was the 2010 lockstep scenario by the powerful Rockefeller Foundation, which was explicitly intended as “a medium through which major changes can not only be envisioned, but also actualized”. It describes a pandemic that is very similar to the coronavirus pandemic and that can only be contained by tough authoritarian countermeasures, making China a role model and ensuring that civil liberties remain severely restricted – even after the pandemic:

“China’s government was not the only one that took extreme measures to protect its citizens from risk and exposure. During the pandemic, national leaders around the world flexed their authority and imposed airtight rules and restrictions, from the mandatory wearing of face masks to body-temperature checks at the entries to communal spaces like train stations and supermarkets. (…) “Even after the pandemic faded, this more authoritarian control and oversight of citizens and their activities stuck and even intensified. In order to protect themselves from the spread of increasingly global problems — from pandemics and transnational terrorism to environmental crises and rising poverty — leaders around the world took a firmer grip on power. (…) Citizens willingly gave up some of their sovereignty — and their privacy — to more paternalistic states in exchange for greater safety and stability.”

Since then, the Rockefeller Foundation and its allies have been working diligently to realise this scenario.

Unique biometric digital ID for everyone

In 2017, the Rockefeller Foundation provided start-up funding for ID2020, an initiative to give every global citizen a globally readable biometric identity by 2030. The Gates Foundation is also contributing. An internationally unified digital ID is important if you want to reliably and automatically assign all information about a person to that person and quickly and reliably assess that person at checkpoints. Partners include Microsoft, the GAVI alliance and the cloud provider Accenture. The EU Commission under von der Leyen dutifully announced a standardised digital identity for all EU citizens in 2020 and later introduced it as the European Digital Identity Wallet. There will have been no lack of support from Microsoft, Accenture and the like for this ambitious project. ID2020 promoters Gates and Rockefeller Foundations funded a guideline of the WHO on digital immunization passes in 2021.

Application of the Known Traveller concept

Accenture was also the author of the control dystopia “The Known Traveller Digital Identity” on behalf of the World Economic Forum, the lobby of the largest multinationals. In collaboration with US Homeland Security and other partners, the concept was developed and trialled at several airports from the beginning of 2018. It is clearly the model for what is planned for Olympia in Paris. Anyone wishing to pass through a checkpoint has to register in advance and provide the required information about themselves. They are checked in advance and are allowed to pass through the checkpoint if they are recognised as the person who was cleared in advance.

A manager from Google, Rob Torres, made it clear in the Known Traveller report that this is not just about checking whether someone is on a blacklist:

“Technology companies have made major strides in data mining, machine learning and artificial intelligence enabling enhanced predictive analytics. In combination with passenger-provided information, these technologies can be used by governments (…) to analyse complex patterns in big data with the goal of predicting border security risks.”

Thus, it may well happen that one is rejected and has no idea why, because the computer program has calculated a high risk-score based on factors such as origin, home address, travel activity, oppositional tendencies, religion, etc.

Digital health passes for travelling

The digital vaccination cards and test certificates that served as a pretext for setting up the infrastructure for controlling access to public places and venues have not been conceived in the wake of the coronavirus outbreak and developed in record time, as we are led to believe. Rather, they were already being prepared at EU level from at least 2018:

In November 2022, the heads of government of the 20 most economically powerful nations (G20) decided to make digital health passports a permanent requirement for international travel. In June 2023, the WHO took control of the EU vaccination passport infrastructure with the stated intention to establish it as a permanent model for global travel. They will probably introduce it when the next pandemic is declared, and then never abolish it agian.

15-minute cities

All these projects and what is now being trialled in Paris make it seem plausible that the concept of 15-minute cities, which has been implemented in many municipalities in England in particular, can also be categorised in this context of restricting mobility for the population. Proponents of the concept declare this to be a crude conspiracy theory. Part of the concept is that direct road connections between neighbouring city districts will be closed. It should only be possible to leave the neighbourhood via one or a few roads, preferably to get onto a ring road from which you can then reach the access road to another neighbourhood.

This is intended to help the environment, as residents should be able to do everything in their own neighbourhood wherever possible. However, they have not started by setting up the respective services and infrastructure, but rather by closing the connecting roads.

Only supervised travelling in Germany

What is planned in Paris certainly sheds a special light on the mobility surveillance measures that are spreading in Germany and other countries. On local public transport, you can often no longer pay with cash, but only with a card or mobile payment app. Thus, it will be registered and stored where everyone buys their tickets or even which bus or underground train they get on and off. As recently reported on this blog, Deutsche Bahn is gradually abolishing all options for travelling by train without being monitored.

Thanks to a law passed by the EU Commission under the pretext of accident prevention, cars must be connected to the internet. This means that all car journeys are also monitored and stored. In most cases, it is also known who was driving, as the car’s computer often determines this and very often the smartphone is connected to the car’s electronics.

Conclusion

If anti-government protests by yellow vests, farmers’, or truckers should once again threaten to get dangerously out of hand, governments will soon have the necessary infrastructure at hand to put an immediate stop to them. By restricting mobility, they can immobilise a large number of protest leaders and soon control large masses of people with limited effort. In this respect, concepts such as 15-minute cities are extremely powerful instruments for securing power.

Don’t tell anyone that this doesn’t happen in Western democracies; that here it is only used to put a stop to terror, murder and manslaughter. The Canadian government has – illegally, as the courts have belatedly ruled – had many people’s accounts frozen and dismissed them from public service after it had used Stasi methods to investigate who had helped the mainly peaceful protesters with donations.

Canada has rather strong connections to what is happening in Paris. Like his French counterpart Macron, Prime Minister Trudeau is a Young Global Leader of the World Economic Forum. Its head, Klaus Schwab, has even boasted of having half the Canadian cabinet filled with these sock puppets of the multinationals. Canada was at the forefront of testing Known Traveller, the blueprint for the planned Paris control system.

Macron is to be thanked for giving me the opportunity – with his totalitarian plans for defence against a wilfully self-created terrorist threat – to explain these connections, using a convincing current example. this is importent, as there can hardly be an effective resistance to such projects, until many more people dare to entertain the possibility that such devious plans and connections might exist,
